Dolls that depict adults are legal to own in most countries. The laws that exist target one category: dolls designed to look under 18. Florida, Kentucky, Arizona, the UK, Canada, Australia and Germany all prosecute that category in some form, and more countries are moving the same way. In several of these places selling such dolls is a crime as well. Sanhui Doll Guide writes only about dolls that depict adults.

Sex doll laws in the United States
No federal US law bans dolls that depict adults. Federal bills have targeted only dolls designed to look under 18, and none has become law. The CREEPER Act (H.R. 4655) passed the House by voice vote on June 13, 2018, went to the Senate Judiciary Committee the next day and has not moved since. The CREEPER Act 2.0 (H.R. 1186) was introduced on February 11, 2025, and as of October 2026 is still in the House Judiciary Committee.

Outside the US the pattern holds: the bans apply to dolls designed to look under 18, and dolls that depict adults stay legal. A 2023 legal review in a European criminal law journal found that more and more countries prohibit these dolls or are considering it.

Where doll laws are heading
Recent changes add restrictions on dolls designed to look under 18 and leave dolls that depict adults alone. Australia added a possession offense in 2019, Arizona and Kentucky passed their laws in 2023 and 2024, and Germany’s Federal Constitutional Court upheld its ban in May 2026. South Korea moved the other way for adult dolls: its Supreme Court confirmed in 2026 that a blanket import ban is unlawful.
